A point system introduced for dog owners in China

Jinan in Shandong province launched a pilot program to encourage a civilized dog keeping campaign, which triggered hot debate. Under the new system, every dog owner is entitled to 12 points per year, and these points are deducted for unacceptable conduct. If all 12 points are deducted within a year, the dog owner will be required to attend educational classes.

The Social Investigation Center of Beijing Youth Daily and Wenjuan.com, an online survey website, jointly conducted a survey showing that 73.4% out of 2000 respondents supported this pilot program.
