Is 7-day unconditional refund procedure really convenient?

More than 10 online shopping websites in Shanghai are making the 7-day unconditional refund procedure more difficult by requesting customers to personally return the purchased items to the store.  

According to Consumer Protection Bureau in China, if purchased items are in good condition, customers can claim a full refund within seven days of purchase. The rule applies home appliances, clothes, footwear, accessories, toys, furniture, and textiles.   

Some consumers argued that the transport fees needed to physically return purchased goods may exceed the product cost, and the lengthy procedure might discourage people from claiming a refund. Do you think it is reasonable to ask customers to physically return items to the store so the staff can check the condition of the returned goods, or is this too much of an inconvenience for customers?
