The country is only surpassed in the region by Indonesia and Vietnam.

The figures come from the Doing Business team at the World Bank, a group of experts dedicated to measuring regulatory improvement and enforcement on small and medium sized enterprises in 190 economies around the globe.

Launched in 2002, the team is poised to publish this year's annual Doing Business report in late October.

Through questionnaires, conference calls, field trips and so on, the team collects information from lawyers, accountants, architects and other professionals working in the private sector. The team also bases the report on information from the public sector by allowing national governments to send in their data in a specifically designated window each year.

For more on the annual Doing Business report, and how China's performance has been, our Washington Correspondent Liu Kun earlier sat down with Klaus Koch-Saldarriaga, analyst and acting team leader with the Doing Business team at the World Bank.
