Ex-business partner to claim criminal procedure against fugitive Guo Wengui
The former business partner of one of China's most-wanted fugitives Guo Wengui plans to claim criminal procedure against him.

Guo Wengui fled to the US in 2014, and is currently subject to an Interpol 'Red Notice' and is wanted on charges that he fabricated and distorted information to mislead the public.
In 2010, after a number of disagreements, his long-time business partner Qu Long accused Guo of illegally accumulating wealth with the then vice minister of State Security Ma Jian, persecuting company owners, plundering company assets and embezzling state-owned assets.
Qu was arrested in March 2011 on charges of illegally possessing weapons by a department head at the Ministry of State Security, security guards working for Guo, and officers from the Chengde Public Security Bureau in Hebei Province.
He was sentenced to 15 years in prison by a local court in Chengde at the behest of Guo, and with the direct intervention of the then Party Secretary of the Political and Judiciary Commission, Zhang Yue.
Ma Jian and Zhang Yue were arrested in 2015 and 2016 respectively for corruption and Qu's case was reviewed.

Qu was released from prison in September after serving six years of his sentence.
Qu Long says he's now planning to file a criminal lawsuit soon against Guo, claiming that he used his connections with now-disgraced officials to have him framed and thrown into prison after they fell out over business dealings.
He also says Guo used various methods to threaten him and his family and made up evidence of Qu's crime.
