China's top legislature starts bimonthly session

China's top legislature started its bimonthly session Tuesday to review multiple draft laws and revisions to laws.

Li Zhanshu, chairman of the Standing Committee of the National People's Congress (NPC), presided over the first plenary meeting of the session Tuesday morning. A total of 170 members of the NPC Standing Committee attended.

Among the bills presented to the legislature, the draft vaccine administration law was up for its third reading.

The Constitution and Law Committee of the NPC suggested the draft be submitted to a vote at the session.

Draft section on marriage and family of the civil code was submitted for a second reading. It better defines a couple's joint debts and regulates child adoption practice.

The draft section on inheritance of the civil code was on the lawmakers' table for the second reading, which further details a leniency policy for offspring expected to inherit.

China's top legislature on Tuesday began the second review of draft revisions to the laws on land administration and urban real estate administration.

The draft revision to the forest law was submitted by the NPC's Agriculture and Rural Affairs Committee to the session.

Justice Minister Fu Zhenghua briefed lawmakers on a draft community correction law submitted to the legislature for the first review.

Also on the table of legislators for the first review was the draft cryptography law which aims to promote the steady and sound development of cryptography.

The top legislature reviewed the draft revision to the Law on Prevention and Control of Environmental Pollution by Solid Waste which was submitted by the State Council to the session for the first reading.

The top legislature also reviewed a bill on the draft decision to grant special amnesty to some prisoners for the 70th anniversary of the founding of the People's Republic of China.

Lawmakers also reviewed a written report on Chairman Li Zhanshu's visit to Norway, Austria and Hungary.

Other personnel issues were heard or reviewed at Tuesday's meeting.
