庸人 means ordinary people or simple-minded people. 自 means oneself or self inflicting. 扰 is to disturb or make a fuss. 

Literal meaning: to describe simple-minded people who make a fuss or look for trouble where there's none what-so-ever. 

Explanation: to invite troubles or worries 

E.g

请不要庸人自扰,这本不是你的责任。

qǐng bú yào yōng rén zì rǎo ,zhè běn bú shì nǐ de zé rèn 。

Please do not have much ado about nothing; it is not your responsibility.
