Chinese director Jia Zhangke says his part of the film tells the story of a couple who want a second child.

"When 'Where Has Time Gone' was decided as the theme for our movie, the new Second-Child Policy in China quickly flashed into my mind, as there was a lot of discussion taking place among my friends and family about whether they should have a second child. I discovered this issue prompted a lot of social debate, much of which was often times funn. This is why I decided to make this my theme for the film."

The other directors are Walter Salles from Brazil, Aleksey Fedorchenko from Russia, Madhur Bhandarkar from India and Jahmil X. T. Qubeka from South Africa.
