The south London club needs at least 17 points to remain in the top-flight division. But with only five games remaining, that task has become impossible.
Abdoulaye Doucoure opened the scoring for Watford. Ryan Babel gave Fulham a glimpse of hope with an equaliser in the first half. However, second-half goals from Will Hughes, Troy Deeney and Kiko Femenia have ensured Fulham will be back in the Championship Division, less than one year after the promotion.
Fulham is the second team to be relegated following Huddersfield.
In other action, Manchester United missed a chance to move into third in the Premier League, wasting a lead, going down to Wolverhampton on Tuesday.
Scott McTominay scored his first goal for United with a low strike from 22 meters in the 13th minute. Diogo Jota levelled the score 12 minutes later from a Raul Jimenez pass.
However, United captain Ashley Young was sent off in the 57th minute after his second yellow card. Chris Smalling then scored an own goal to give the Wolves the victory.
United is now fifth in the standings, level on points with fourth-placed Tottenham and two points behind Arsenal in third.
