zuò jǐng guān tiān

Look at the sky from the bottom of a well

坐 means to sit, 井 means the well, 观 means look at, 天 means the sky.

This metaphor is used to mock someone who has a very narrow view of things or very limited wisdom and experience. 

Literal meaning: looking at the sky from the bottom of a well

Explanation: to describe a person with a very limited outlook on life

E.g

我不想当一只坐井观天的青蛙,想去外面的世界看一看。

wǒ bú xiǎng dāng yī zhī zuò jǐng guān tiān de qīng wā ,xiǎng qù wài miàn de shì jiè kàn yī kàn 。

I don’t want to be a frog that looks at the sky from the bottom of a well; I want to go outside and have a look.
