Xi Jinping: Resolutely eradicate misplacement in government
The government is the major state organ that should be accountable for laws being implemented. Researches show that over 80 percent of laws are carried out by administrative departments. Whether or not we can effectively promote the rule of law and build a law-based state depends on how administrative departments perform their duties according to laws.
Governments must perform duties according to laws. They must be held accountable for affairs that fall within their sphere of duties, and also must delegate power for others to carry out their duties. We must eradicate the misplacement and vacancy of accountability in government.
The 4th Plenum of the 18th CPC Central Committee has mandated that any important policy must meet the procedural requirement of public opinion, risk assessment, legality ratification, and debate and discussion to ensure government decisions are made in a balanced, just, and open manner.
Power can be a double-edged sword. Lawful exercise of power will serve the interests of the people and benefit the society while abuse of power will do the opposite. Enhanced restraint and supervision of public power is a prerequisite of law-based governance.
We will promote open administration, enhance restraint and supervision of public power, and build a sound and efficient system of governance to honor both the power and responsibility. Government power comes from the people. Therefore, the exercise of power must be overseen by the people.
